Welcome to Speak Up Auburn. This site is managed by the City of Auburn&#39;s Community Development Department to provide a new platform for residents, business owners and students to engage and make their voice heard on various projects happening in Auburn.&nbsp;

The City of Auburn has created a small &quot;Community Fund&quot; with the goal of supporting small, community identified projects in Auburn. The purpose of these projects is to support Auburn in being a healthy, inclusive, and engaged community where residents have a love of place, a sense of belonging, and an ability to influence the future of the community.Historically, the City has had something called the Community Matching Grant (more information is available on our City website for the <a href="http://www.auburnwa.gov/matchinggrants" rel="noopener noreferrer" target="_blank">Matching Grant program</a>). Over the years, this program has helped neighborhoods with HOA&#39;s fund small projects such as neighborhood park refurbishment, installation of Little Free Libraries, neighborhood entrance signs, and more. This program provides a great service to our neighborhoods and will continue, however, we wanted to make a similar program available to those communities that do not have established HOAs. This is why the Community Fund was created - to help those areas do similar projects. With this new program, residents can identify the project and participate in it&#39;s completion and the City will act as the project manager with the goal of completing the project within the calendar year.This will be the second year of this new Community Fund program. We are prioritizing communities of color in the Valley area of Auburn, as historically funding has not reached these communities. Therefore projects for this fund MUST promote inclusive engagement and enhance community wellness. We define wellness as community members having the chance to create relationships with each other, feeling like they are a part of a community that has a safe and inviting atmosphere for everyone, and being able to have physical, social, and mental well-being.Please submit project ideas using the mapping tool below (Pitch Your Project - Map) or if you have a general idea submit it under &quot;Community Ideas&quot;. During the application phase (January - March), we will be collecting these project ideas from community members. The City will look at these ideas and choose ones that fit the scope of the program, and present it back to the community to be voted on sometime during the summer (see timeline to the right). As we move forward, this webpage will be continuously updated with the status of this program and with any other feedback requests we have of residents. The previous Auburn Downtown Plan &amp; EIS was adopted in 2001 and have provided the framework for development of the City&rsquo;s downtown for the past 20-years. The revised Auburn Downtown Plan is envisioned to supplement the existing plan by providing a refreshed perspective of the land use, development, and transportation options serving the downtown area.7/25/22 UPDATEThe Auburn Downtown Plan update process is underway! This week we begin meeting with community members in a focus group setting to gather feedback on perspectives of our downtown. Feedback from these focus groups and from outreach events throughout the summer will assist the project team in developing a future vision for downtown. About this ProjectThe Auburn Downtown Plan and Environmental Impact Study (EIS), first adopted in 2001, has provided direction for the development of the downtown area over the past 20 years. While this plan has been highly successful due to the dedication of time, financial commitments, and contributions from the community, we are now ready to plan for the next 20 years.The City of Auburn was awarded a grant through the Washington State Department of Commerce proposes to refresh and rethink the existing Plan, and create a Planned Action Ordinance for the downtown area. This allows the City to incorporate changing conditions and characteristics, new community and staff visions for downtown, remain compliant with Regional Growth Center requirements, and build from 20 years of implementing the previous plan. Findings from this plan will be incorporated into the 2024 Periodic Comprehensive Plan, which is currently underway, and is due by December 2024.

Auburn Downtown Plan & EIS Update

2024 Periodic Comprehensive Plan Update OverviewThe Growth Management Act requires that each city and county in Washington state conduct a periodic update of its comprehensive plan and development regulations per, RCW 36.70A.130 every eight (8) years. The City&rsquo;s previous plan was substantially revised in December 2015, and Community Development is beginning the process of leading the periodic Comprehensive Plan update, which is currently due in June 2024.The City&rsquo;s Comprehensive Plan must be consistent with recently adopted regional documents such as as Puget Sound Regional Council Vision 2050, King County Urban Growth Capacity Report, King and Pierce County Countywide Planning Policies. In addition, the Plan must address any state requirements adopted since the previous periodic plan that has not yet been addressed during the yearly annual comprehensive plan amendment process.Concurrent with this process, Community Development staff is leading two other projects: a Downtown Plan (Special Area Plan) &amp; Planned Action Update project and Housing Action Plan (HAP) Implementation project, which will provide additional analysis to be included in the comprehensive plan. Project TimelineThe 2024 Comprehensive Plan is required to be adopted by December 2024. The project schedule will be refined as the project progresses. City departments are responsible for updating each of their own respective Elements (Transportation, Parks, Utilities, Housing, etc.), which are then combined into one cohesive document for adoption near the end of the project. Throughout the Comprehensive Plan Update process, data, plans, and other information are shared among the departments to ensure consistency across all of the Elements. In addition, the Comprehensive Planning team look for opportunities to coordinate on public outreach opportunities to ensure the community is able to be informed, and heard, throughout the process. City of Auburn - 2024 Periodic Comprehensive Plan Update

The City of Auburn&#39;s CDBG program makes a huge, positive impact in the community. It is managed by the Community Services Division, which is housed in the Community Development Department. On this page you&#39;ll find an explanation of what this program is, how it is funded, and information about when we will be asking you to provide your input and thoughts on how money is spent within this program. This page will be continuously updated throughout the year as new information and public engagement opportunities arise. We look forward to engaging with you about this important program!What is CDBG?The Community Development Block Grant (CDBG) Entitlement Program provides annual grants from the US Department of Housing and Urban Development (HUD) to eligible cities to help support and develop viable urban communities.Auburn receives CDBG funds annually, and funds a variety of projects in the community that support our City&rsquo;s CDBG goals. Auburn works very closely with other communities who also receive these funds and we are a part of the King County CDBG Consortium which allows us to work closely with King County and the cities of Federal Way, Kent, and Bellevue.How much money does Auburn receive?The CDBG program provides formula grants, meaning that the amount we receive is based off of a set formula that Congress approves each year during the budget process. This formula includes multiple factors such as population, poverty rate, and age of housing stock.Our annual grant amount changes each year based on changes to the budget as well as our community demographics. In 2021, we received $651,632. We don&rsquo;t know how exactly how much we will receive in 2022, but we generally create a budget and plan based on the amount we received in the prior year.How does the City prioritize how we spend these funds?The City of Auburn is required by HUD to submit a plan every five years to HUD that maps out how it will prioritize CDBG dollars. This plan, called the Consolidated Plan, is designed to help states and local jurisdictions assess their affordable housing and community development needs. Our current plan covers 2020 &ndash; 2024, and includes data on our community needs as well as our planned activities to help address those needs.Additionally, the City submits an Annual Action Plan to HUD that details what resources we expect to receive in the coming year and how we will spend CDBG funds.Projects and activities of the current Consolidated Plan and our Action Plans follow three broad goals:<ul><li>Affordable Housing &ndash; Ensure access to healthy, affordable housing for low- and moderate-income households throughout the region and advance fair housing to end discrimination and overcome historic patterns of segregation.</li><li>Ending Homelessness &ndash; Make homelessness rare, brief, and one-time and eliminate racial disparities.</li><li>Community and Economic Development &ndash; Establish and maintain healthy, integrated, and vibrant communities by improving the well-being and mobility of low- and moderate-income residents, and focusing on communities with historic disparities in health, income, and quality of life.</li></ul>The City welcomes input from Auburn residents on how we allocate these funds. Typically, there are two public hearings held each year to receive input on the Annual Action Plan &ndash; once before we&rsquo;ve drafted it, and once after it&rsquo;s been published and community members have had the opportunity to review. See more about this process and the opportunities to share your perspectives with the City in the program lifecycle graphic on the right.Every year, the City produces an annual report called the Consolidated Annual Performance and Evaluation Report (CAPER) that details how we spent these dollars and what progress we made during the prior year. Our most recent CAPER can be found on the right hand side of this page in the documents section.How does the City incorporate community input?The process for community input on our CDBG program is guided by the City&rsquo;s CDBG Citizen Participation Plan, a document that HUD requires each grantee to develop and follow. You can read our full plan, located in the related documents section to the right.The City welcomes public participation in the development of the Consolidated Plan and amendments to the Plan. Prior to the adoption of the plan, the fund amount expected from HUD to the City of Auburn, the range of activities that may be undertaken, and the amount of funding expected to benefit low/moderate-income persons will all be made available to the public.Key Opportunities for Input:<ul><li>Public Hearings: Public hearings will be held at least twice per year at key stages of the grants administration process to obtain the public&rsquo;s views and to provide the public with responses to their questions and comments. Public hearings refers to both public hearings at City Council and the City&rsquo;s Human Services Committee as well as community meetings. Residents are given at least 14 calendar days notice of all hearings and public meetings through posting on the City of Auburn webpage and direct notification to stakeholders. Public notice shall indicate the date, time, location, purpose of the meeting, and information about the issues to be discussed. This information will be posted on this website as it is available.</li><li>Comment Periods: The City makes all reports related to CDBG available for review and feedback prior to finalizing them. The comment periods for plans and reports is listed in the following table. Community Development Block Grant (CDBG)

Housing is a pressing issue in our region. It is also a complex issue influenced by a number of factors and participants. The City’s Community Development Department is working to make sure we do what we can to support the development of enough housing for everyone in Auburn. To do this work, the City has received a grant from the Washington State Department of Commerce to develop a Housing Action Plan (HAP).The Housing Action Plan will evaluate the current housing dynamics in Auburn, and take into consideration projected future needs. This data will help inform the City's housing strategies to assist in ensuring the right supply of housing is available to meet the future demands of Auburn residents at all income levels.Some ideas that the city could undertake for increasing housing options being considered include:Supporting a variety of housing types (e.g. duplexes, triplexes, fourplexes, and other multi-family developments)Reduce barriers to small-lot developmentPromote accessory dwelling units (e.g. backyard cottages, tiny houses)Encourage tax incentives for building affordable housingGathering community input is a key part of creating strong policy actions to address the city’s housing needs, and the City is working with a consultant team to assist in policy development and public engagement around housing needs in Auburn.
