NOTICE OF PUBLIC MEETING AND PUBLIC COMMENTS SOUGHT REGARDING THE DRAFT SECTION 108 LOAN APPLICATION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
In accordance with 24 CFR 91 of HUD, the City of Auburn solicits comments and public input for its draft Section 108 Loan Application for the Community Development Block Grant (CDBG) program for a 30-day period beginning May 3rd and concluding on June 4th, 2025.
The Human Services Committee will conduct a public meeting in the Auburn Annex, One E. Main Street, Conference Room 1, on Monday, May 19th, 2025, at 4:00 p.m. or soon thereafter. The purpose of this public meeting is to solicit public comments on the draft Section 108 Loan Application Plan prior to its submission to the U.S. Department of Housing and Urban Development (HUD).

The Section 108 Loan program, which is authorized by the federal Department of Housing and Urban Development (HUD), provides communities with a source of low-cost, long-term financing for economic and community development projects. Section 108 financing provides an avenue for communities to undertake larger, more costly projects, where they may have limited resources to invest in upfront. The program is authorized under Section 108 of the Housing and Community Development Act of 1974, as the loan guarantee component of the Community Development Block Grant (CDBG) Program. Section 108 loans can be used to fund economic development, housing, public facilities, infrastructure, and other physical development projects, including improvements to increase their resilience against natural disasters. This flexibility of uses makes it one of the most potent and important public investment tools that HUD offers to states and local governments. The Section 108 loan program allows jurisdictions to leverage up to five times its annual CDBG entitlement into federally guaranteed loans large enough to pursue physical and economic revitalization projects capable of redeveloping entire neighborhoods. Such public investment is often needed to inspire private economic activity, providing the initial resources or simply the confidence that private firms and individuals may need to invest in distressed areas.

Interested residents may offer oral comments at the Auburn Human Services Committee Meeting on Monday, May 19th, 2025, at 4:00 pm.

If an individual requires accommodation to allow for remote verbal comment because of difficulty attending a meeting of the committee, the City requests notice of the need for accommodation by 12:00 p.m. on the day of the scheduled meeting. Comments can also be submitted online, at www.speakupauburn.org/cdbg. Comments will be accepted until 11:59pm on June 4th, 2025. Non-English-speaking residents and citizens with speech, sight, or hearing impairments who wish to comment at the public hearing should contact the Auburn Department of Community Development. Each request will be considered individually according to the type of assistance required, the availability of resources, and the financial ability of the City to provide accommodation.
